Speaking during a forum of County Secretaries and Governors organized by the Council of Governors, Lusaka warned that politicization and declining professional standards are undermining service delivery.

He urged leaders to strengthen ethical frameworks through stricter codes of conduct, empowered oversight bodies and mandatory ethics training. Lusaka also pushed for merit-based recruitment to curb political interference in appointments.
