The two dominant positions were whether to <strong>re-open<\/strong> the country\nor <strong>not. <\/strong>&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>O<\/strong>ne <strong>side of the divide<\/strong> presented an economic argument<strong>.&nbsp; T<\/strong>hey wanted us to re-open the country and\n<strong>save<\/strong> the economy<strong>. <\/strong><\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"768\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/04\/90737252_3384302734918560_3343147790963310592_o.jpg\" alt=\"\" class=\"wp-image-521\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/04\/90737252_3384302734918560_3343147790963310592_o.jpg 960w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/04\/90737252_3384302734918560_3343147790963310592_o-300x240.jpg 300w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/04\/90737252_3384302734918560_3343147790963310592_o-768x614.jpg 768w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/04\/90737252_3384302734918560_3343147790963310592_o-696x557.jpg 696w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>hey argued that COVID was a <strong>health crisis<\/strong> alright<strong>;<\/strong> but it was\nalso an <strong>economic crisis<\/strong> at the core<strong>.&nbsp;\nI<\/strong>f we take care of the economics of Corona<strong>, <\/strong>they argued<strong>,<\/strong>\nthe health crisis will be easier to manage<strong>;<\/strong> more so with the necessary\nprotocols in place<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>he <strong>opposite<\/strong> side tabled a compelling case against re-opening the\ncountry on the <strong>6<sup>th<\/sup> of June, 2020.&nbsp;\nM<\/strong>ade up of medical scientists and researchers<strong>, <\/strong>this group of\nexperts argued that the country was not ready<strong>.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>heir models pointed to a soaring crisis if we re-opened without the\nnecessary health protocols<strong>.&nbsp; A<\/strong>ccording\nto them<strong>,<\/strong> a series of <strong>irreducible minimums<\/strong> had to be met before we\ncould consider easing the containment measures in place<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>A<\/strong>fter much reflection<strong>, <\/strong>my Administration opted for the <strong>health\nargument<\/strong> over the <strong>economic argument.&nbsp;\nM<\/strong>ore so because we can always <strong>revive an ailing economy; <\/strong>but\nwe cannot <strong>bring back to life<\/strong> those who <strong>die<\/strong> from this pandemic<strong>.&nbsp; A<\/strong>nd with this as our <strong>chosen path,<\/strong>\nwe <strong>set<\/strong> out to build the <strong>irreducible minimums.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fellow Kenyans, <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>he leadership of all the critical stakeholders we have consulted on this\npath for the last month is <strong>standing behind me today.&nbsp; A<\/strong>nd the question before us is the\nfollowing<strong>: H<\/strong>ave we met this <strong>irreducible minimum? <\/strong>&nbsp;<strong>A<\/strong>re we ready to <strong>re-open?<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>A<\/strong>ccording to the experts and stakeholders<strong>, <\/strong>we have not met the\nirreducible minimum <strong>100%. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>H<\/strong>owever<strong>,<\/strong> <strong>consensus<\/strong> amongst them is that we have reached a <strong>reasonable\nlevel of preparedness<\/strong> across the country to allow <strong>us to re-open. <\/strong><\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"678\" height=\"960\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/covid.jpg\" alt=\"\" class=\"wp-image-430\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/covid.jpg 678w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/covid-212x300.jpg 212w\" sizes=\"auto, (max-width: 678px) 100vw, 678px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>W<\/strong>ith this expert <strong>opinion at hand,<\/strong> and the counsel offered by the\nNational Security Council (NSC)<strong>,<\/strong> I<strong>,<\/strong> today<strong>,<\/strong> announce a <strong>phased\nre-opening<\/strong> of the country as follows<strong>: <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>One, <\/strong>I order and direct <strong>THAT<\/strong> the cessation of movement <strong>into<\/strong>\nand <strong>out<\/strong> of the <strong>Nairobi Metropolitan Area,<\/strong> <strong>Mombasa County<\/strong>\nand <strong>Mandera County,<\/strong> that is currently in force<strong>, <\/strong>shall lapse at <strong>4:00<\/strong>\na.m. on <strong>Tuesday, 7<sup>th<\/sup> July, 2020<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Two,<\/strong> I order and direct <strong>THAT<\/strong> the <strong>Nationwide Curfew<\/strong> that is currently in force\nbetween the hours of <strong>9pm and 4am<\/strong> daily<strong>,<\/strong> be and is hereby extended\nby a <strong>further 30 days. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>B<\/strong>y re-opening <strong>Nairobi, Mombasa<\/strong> and <strong>Mandera,<\/strong>\nwe are <strong>more at risk than we were when the restrictions were in place.&nbsp; W<\/strong>e must<strong>,<\/strong> therefore<strong>, <\/strong>exercise\n<strong>cautious optimism,<\/strong> and avoid <strong>reckless abandon.&nbsp; I<\/strong> believe that<strong>,<\/strong> although the path\nto <strong>recovery<\/strong> is <strong>rocky<\/strong> and <strong>uneven, <\/strong>it is navigable<strong>.&nbsp; A<\/strong>nd this is why I must <strong>give two\nqualifications<\/strong> to the <strong>phased re-opening.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Firstly,<\/strong> the order to re-open is given <strong>conditionally.&nbsp; S<\/strong>hould the situation deteriorate and pose\na <strong>challenge<\/strong> to our <strong>health infrastructure, <\/strong>it shall be <strong>\u2018clawed\nback\u2019.&nbsp; I<\/strong>n the <strong>next 21 days, <\/strong>we\nshall study patterns of interactions and the spread of the disease<strong>.&nbsp; A<\/strong>ny trends that signal a worsening of the\npandemic<strong>, <\/strong>we will have no choice but to return to the <strong>lock-down<\/strong>\nat <strong>zero-option. <\/strong><strong><\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Secondly,<\/strong> this order will only bear fruit<strong>, <\/strong>if we exercise <strong>shared\nresponsibility.&nbsp; M<\/strong>y intention is to <strong>re-open<\/strong> and to remain <strong>open.&nbsp; T<\/strong>he \u2018claw back\u2019 option is not on my wish\nlist at all<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>B<\/strong>ut to re-open and remain open<strong>,<\/strong> you MUST become\nyour <strong>brother\u2019s keeper.&nbsp; W<\/strong>hile the\ngovernment will<strong>,<\/strong> no doubt<strong>,<\/strong> do its part to achieve the desired\nwish of remaining open<strong>, <\/strong>you<strong>, <\/strong>mwananchi must also do what is\nexpected of you personally to achieve it<strong>.&nbsp;\nT<\/strong>his is<strong>,<\/strong> therefore a National Call to <strong>civic\nresponsibility.<\/strong> <\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"750\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/uhuru.jpg\" alt=\"\" class=\"wp-image-429\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/uhuru.jpg 960w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/uhuru-300x234.jpg 300w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/uhuru-768x600.jpg 768w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/03\/uhuru-696x544.jpg 696w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption>President Uhuru Kenyatta <\/figcaption><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>A<\/strong>nd on this I must further add that<strong>,<\/strong> <strong>civic responsibility<\/strong> is\nnot a demand placed on the <strong>self<\/strong> by the <strong>state.&nbsp; I<\/strong>t is not a demand that can be enforced<strong>.\nI<\/strong>t is <strong>a duty<\/strong> you pay to your fellow countrymen for <strong>co-existing<\/strong>\nwith them<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I<\/strong>t is a <strong>voluntary act<\/strong> of goodwill expressed to your neighbours in\ngood times and in bad times<strong>.&nbsp; I<\/strong>t\nis a <strong>civic duty<\/strong> to defend and protect yourself<strong>,<\/strong> your family and\nthe <strong>environment that nurtures you. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>M<\/strong>y <strong>National Call<\/strong> to you all<strong>,<\/strong> therefore<strong>,<\/strong> is to <strong>minimize\nunnecessary contact<\/strong> and <strong>movement.&nbsp;\nI<\/strong> encourage all Kenyans to consider delaying <strong>non-essential\nup-country travel,<\/strong> and to exercise extreme caution and fidelity to the\ncorrect usage of face-masks<strong>,<\/strong> hand washing and sanitization<strong>,<\/strong>\nphysical and social distancing<strong>,<\/strong> and concern for the <strong>health of the\nelderly and immune-depressed persons.&nbsp; A<\/strong>nd\nyou must always remember that there are no <strong>unbearable responsibilities<\/strong>\nin the face of a crisis like the one we are in<strong>.<\/strong> <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fellow Kenyans,<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>W<\/strong>ith the advice of the <strong>National Security Council<\/strong>\nand the National Emergency Response Committee on the Coronavirus Pandemic<strong>, I<\/strong>\nfurther <strong>order <\/strong>and <strong>direct<\/strong> the following phased measures<strong>: <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT <\/strong>places of worship will commence phased re-opening for\ncongregational worship and public (in-person) worship in strict conformity with\nall <strong>applicable guidelines<\/strong> and <strong>protocols,<\/strong> including the\nself-regulating guidelines developed by the <strong>Inter-Faith Council;<\/strong><\/li><li><strong>THAT,<\/strong> in line with the guidelines issued by the Inter-Faith\nCouncil<strong>,<\/strong> <strong>only a maximum of<\/strong> <strong>one hundred (100)<\/strong> <strong>participants<\/strong>\nwill be allowed at each worship ceremony and not be more than one hour<strong>;<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT,<\/strong> <strong>Sunday Schools<\/strong> and <strong>Madrassas<\/strong> shall remain\nsuspended until further notice<strong>,<\/strong> and in-person worship shall not include\ncongregants under the age of <strong>thirteen (13) years<\/strong> or above the age of <strong>fifty-eight\n(58) years<\/strong> or persons with <strong>underlying conditions;<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT, <\/strong>followingconsultations with stakeholders in the\neducation sector<strong>,<\/strong> and cognizant of the surge in the rate of infections<strong>,<\/strong>\nthe Ministry of Education shall jointly with all the stakeholders in the sector\nshall today, not later than tomorrow, notify the public on the resumption of\nthe <strong>2020 Academic Calendar<\/strong> for Basic Education and Tertiary Institutions<strong>.<\/strong>&nbsp; <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT,<\/strong> conscious that movement of people is a catalyst for the\nspread of the disease<strong>,<\/strong> there shall be no movement of public transport\nvehicles into and out of the areas previously under cessation of movement\nrestrictions<strong>,<\/strong> without the <strong>public transport providers being compliant\nwith all protocols developed by Ministry of Health.&nbsp; T<\/strong>o<strong> operate, <\/strong>Public Service\nVehicles the operators will require mandatory certification from the <strong>Ministry\nof Health, <\/strong>in consultationwith <strong>Ministry of Transport.&nbsp;&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT,<\/strong> Local Air Travel within the Territory of the Republic of\nKenya shall resume effective <strong>Wednesday, 15<sup>th<\/sup> July, 2020;<\/strong> in\nstrict conformity with all applicable <strong>guidelines and protocols<\/strong> from both\nthe Ministry of Health and civil aviation authorities<strong>;<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT<\/strong> International Air Travel into and out of the Territory\nof the Republic of Kenya shall resume <strong>effective 1<sup>st<\/sup> August, 2020;<\/strong>\nin strict conformity with all protocols from the Ministry of Health<strong>,<\/strong> local\nand international civil aviation authorities<strong>,<\/strong> and any additional\nrequirements applicable at the ports of departure<strong>,<\/strong> arrival or transit<strong>;<\/strong>\n<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT<\/strong> the prohibition against <strong>social<\/strong> and <strong>political <\/strong>gatherings<strong>,<\/strong>\nof whatever nature<strong>,<\/strong> is extended for a further <strong>period of 30 days; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>THAT<\/strong> the restriction of the operation of bars to \u2018take-away\u2019\nonly<strong>, <\/strong>and the restrictions on the number of persons who can attend\nweddings and funerals is extended for a further <strong>period of 30 days; and <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>hat the ministry of Health<strong>, <\/strong>in conjunction with\nthe Ministry of Industrialization<strong>,<\/strong> Trade and Enterprise Development\nshall establish protocols for the resumption of the importation and sale of\nimported\/second-hand clothes<strong>.<\/strong> <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fellow Kenyans<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>A<\/strong>s we implement the phased re-opening<strong>,<\/strong> I remain\nalive to the economic and social challenges facing our country<strong>.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>J<\/strong>obs have been lost<strong>,<\/strong> businesses have closed and\nlivelihoods endangered<strong>.&nbsp; A<\/strong>nd this\nis the <strong>sorry state <\/strong>of things the world over<strong>.&nbsp; B<\/strong>ut history has taught us that the COVID\ncrisis is not the first health disaster with such enormous economic challenges<strong>.&nbsp; T<\/strong>here were many more before this one<strong>.&nbsp; H<\/strong>owever<strong>,<\/strong> those who overcame\nprevious disasters and finished on top<strong>,<\/strong> began by <strong>first<\/strong> changing\ntheir <strong>mind sets.<\/strong> <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>P<\/strong>ut differently<strong>,<\/strong> it is not enough for government to\npump resources into the economy using <strong>stimulus instruments,<\/strong> as we have\ndone<strong>.&nbsp; S<\/strong>uch efforts will go to\nwaste <strong>if the people<\/strong> do not <strong>co-create solutions <\/strong>with the\ngovernment<strong>.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>hose who overcame previous disasters in history did so\nbecause they acted as one<strong>.&nbsp; T<\/strong>he <strong>people<\/strong>\nand <strong>their government<\/strong> entered into a <strong>joint-venture<\/strong> <strong>to subjugate\ntheir challenges. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>his<strong>,<\/strong> therefore means for us to <strong>revive the\neconomy,<\/strong> <strong>re-open<\/strong> and <strong>remain open,<\/strong> the <strong>government<\/strong> and <strong>its\npeople<\/strong> must pull together<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>oday<strong>,<\/strong> I have invited you to exercise <strong>civic\nresponsibility<\/strong> towards each other<strong>.&nbsp;\nB<\/strong>ut I do not want you to exercise this responsibility in the fight\nonly against COVID-19 pandemic<strong>.&nbsp; I<\/strong>\nwant you to have a <strong>shared responsibility<\/strong> with government in reviving our\neconomy<strong>.&nbsp; A<\/strong>nd for us to do this by\n<strong>first<\/strong> changing our <strong>national<\/strong> <strong>mind-set.&nbsp; W<\/strong>e have the opportunity to stitch a \u201cnew\nnational mindset garment as it were\u201d<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>M<\/strong>y Madaraka Day Speech of <strong>June 1<sup>st<\/sup> 2020<\/strong>\nset the stage for this change in mind-set<strong>.&nbsp;\nI<\/strong> challenged all of us to <strong>re-imagine Kenya<\/strong> the way our\nFounding Fathers Imagined <strong>\u201ca nation from nothing\u201d.<\/strong>&nbsp; <strong>A<\/strong>nd today<strong>,<\/strong> with a much younger\npopulation<strong>,<\/strong> I challenge you to <strong>re-imagine<\/strong> our economic and <strong>business\nmodels<\/strong> as we re-open tomorrow<strong>.&nbsp; W<\/strong>e\nmust remember that Corona Virus is an invisible enemy<strong>.&nbsp; W<\/strong>e cannot <strong>confront<\/strong> this enemy\nbecause we cannot see it<strong>;<\/strong> we can only <strong>evade<\/strong> it<strong>.&nbsp; A<\/strong>nd evading an invisible enemy calls for\nimagination<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I<\/strong>nstead of doing business as usual<strong>,<\/strong> therefore<strong>, <\/strong>the\nmoment calls us to do business unusual<strong>.&nbsp;\nW<\/strong>hen we re-open<strong>,<\/strong> we cannot use the <strong>old maps<\/strong> to\nnavigate the <strong>new lands<\/strong> created by the moment<strong>. W<\/strong>e must have the\ncourage to <strong>let go the old MODELS of yesterday in order to find the new\nopportunities presented by this crisis today. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>hose who will change their <strong>mind-set<\/strong> and embrace\nthe new normal<strong>,<\/strong> will be favoured by destiny. I particularly encourage\nour young people to take up this challenge of <strong>re-imagining our business\nmodels.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>A<\/strong>nd yes<strong>,<\/strong> they may have no capital, but the currency\nof the COVID moment is <strong>ideas and young Kenyans are a flora of ideas.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I <\/strong>note with satisfaction that our textile industry has\nalready seized the moment and leveraged on the silver lining presented by the\nCOVID crisis to create opportunities for our fellow countrymen<strong>.&nbsp; O<\/strong>wing to this initiative<strong>,<\/strong> Kenya is\ntoday emerging as a net exporter of PPEs to the region<strong>.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I <\/strong>applaud the COVID-19 Response Fund for contracting the\nlocal industry to produce PPEs for our healthcare workers<strong>.<\/strong>&nbsp; <strong>I<\/strong> encourage other sectors of our\neconomy to re-imagine Kenya as a net exporter<strong>.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>urning to the <strong>social front <\/strong>as my last point<strong>, <\/strong>I\nam concerned by <strong>increasing tensions within our homes.&nbsp; C<\/strong>ases of <strong>Gender-Based Violence<\/strong>\nhave increased<strong>,<\/strong> mental health issues have worsened<strong>,<\/strong> and instances\nof teenage pregnancy have escalated<strong>.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I<\/strong> appeal to <strong>social institutions,<\/strong> including the\nreligious institutions<strong>,<\/strong> to exercise <strong>civic responsibility<\/strong> to bring\nthese unfortunate trends to an end<strong>.<\/strong> <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>W<\/strong>e must always remember that the family is a projection of\nthe State<strong>.&nbsp; I<\/strong>f the family is under\nattack<strong>,<\/strong> the State is under attack<strong>.&nbsp;\nI<\/strong>f the family is weak<strong>,<\/strong> the country is weak<strong>. <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>T<\/strong>herefore<strong>,<\/strong> to fortify our protection of the family\nas the foundation of the State<strong>, <\/strong>I further <strong>Direct <\/strong>and <strong>Order<\/strong>\nthat the <strong>National Crime Research Centre<\/strong> to probe<strong>:<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>the\nescalating cases of gender-based violence<strong>;<\/strong>&nbsp; <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>the worrying\ntrend of cases where the girl child has been disempowered; and <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>the violation\nof children\u2019s rights<strong>. <\/strong>&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>I<\/strong>n that regard<strong>,<\/strong> the Centre is further directed to\nprepare an advisory to our security agencies on remedial action within <strong>30\ndays<\/strong> from the date hereof and initiate immediate prosecution of all\nviolators<strong>.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Finally,<\/strong> and as a fact of history<strong>,<\/strong> a CRISIS has two\nelements to it<strong>.&nbsp; T<\/strong>he first is <strong>danger,<\/strong>\nthe second is <strong>Opportunity.&nbsp; S<\/strong>uccess\nis given to the person who <strong>exploits<\/strong> the opportunity and <strong>evades<\/strong>\nthe danger<strong>.&nbsp; A<\/strong>nd to exploit the\nopportunities given to us as we re-open<strong>, <\/strong>our <strong>mind-set<\/strong> must be\nthat of a <strong>maker-of-things.&nbsp; <\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>W<\/strong>e must remain positive because a <strong>\u201c\u2026Positive Nation is\na FORWARD moving NATION\u201d.
