Bugoma governor , Kenneth Lusaka has finally responded to a petition by the Genz youths on transparency and accountability.<\/p>\n

The youths had submitted a petition highlighting several key issues concerning county governance and administration.<\/p>\n

“The youth have raised legitimate concerns which deserve our full attention,” stated Governor Lusaka on.<\/p>\n

The petition outlined demands for greater transparency in the county’s financial dealings, the establishment of comprehensive youth and sports policies, and immediate administrative reforms.<\/p>\n

1.Financial Transparency and Accountability<\/p>\n

One of the primary concerns addressed was the need for detailed explanations regarding the 352 accounts managed by the county.<\/p>\n

Governor Lusaka confirmed the existence of these accounts, categorizing them into established public funds, special purpose accounts, project management accounts, and various others linked to county operations.<\/p>\n

2. *Youth and Sports Policy*<\/p>\n

The petition called for the development and implementation of a comprehensive youth and sports policy.<\/p>\n

Governor Lusaka assured that the policies are at the approval stage within the County Assembly, urging for expedited approval and public participation to incorporate the views of the youth\u200b.<\/p>\n

3.Administrative Actions<\/p>\n

The petition demanded the removal of Dr. Monica Fedha from her position.<\/p>\n

In response, Governor Lusaka announced that Dr. Fedha had been directed to take a one-month compulsory leave pending investigations. A committee, chaired by Advocate Saul Wasilwa, has been formed to investigate the allegations against her.<\/p>\n

The youth and other stakeholders are encouraged to submit their petitions to facilitate the investigation\u200b.<\/p>\n

4. *Equal Distribution of Tenders*<\/p>\n

The county has reportedly met the legal requirement of allocating 30% of its tenders to youth, women, and persons with disabilities for the fiscal year 2023\/24.<\/p>\n

Governor Lusaka invited those interested to review detailed information available at the procurement department\u200b.<\/p>\n

5.*Re-organization of the County Public Service Board*<\/p>\n

Governor Lusaka addressed the call for a re-organization of the County Public Service Board, emphasizing the need to follow due process as outlined in the Constitution and the County Governments Act.<\/p>\n

He encouraged petitioners to formally approach the County Assembly if they had issues with specific board members\u200b.<\/p>\n

6.*Conflict of Interest and Corruption* .

\nResponding to concerns about conflicts of interest and corruption within the Finance and Procurement departments, Governor Lusaka reiterated his administration\u2019s zero-tolerance policy towards corruption.<\/p>\n

He announced a re-organization within these departments and the transfer of officers who have remained in one station for more than three years\u200b.<\/p>\n

7. *Response to Additional Demands*<\/p>\n

Regarding other demands, Governor Lusaka explained the criteria for meeting venues, justified the expenditure of over Kshs. 148 million for Madaraka Day celebrations, and provided a breakdown of his international trips and their funding, clarifying that many were sponsored and had significant benefits for the county\u200b.<\/p>\n
