In exercise of powers conferred to me by\nsection 36 (1) (a) and (d) of the Universities Act, 2012, the Cabinet Secretary\nof Education appoints, Dr Jane Musangi Mutua as the Chairperson of the Council\nof Masinde Muliro University of Science and Technology (Mmust) for a period of\nthree years effective, March 10, 2020,\u201d read part of the gazette notice by Prof\nGeorge Magoha.<\/p>\n\n\n\n
Mutua was previously the chairperson of\nthe Pwani University council. Earlier\nefforts by then Education CS Amina Mohamed to appoint Dr Musangi head Mmust\ncouncil were thwarted by the court when her appointment was revoked. The unions\nmoved to court and pushed for reinstatement of Bundi as council chair.<\/p>\n\n\n\n
Uasu through its Secretary General,\nProf Sammy Kubasu Kwashe, welcomed his appointment stating that they work\ntogether in discharging her duties as Mmust chairperson.<\/p>\n\n\n\n
\u201cOn behalf of Mmust Chapter Executive Committee,\nMmust chapter members and on my behalf, kindly accept the congratulatory\nmessage from us for being appointed as the chairperson for Mmust council,\u201d read\nProf Kubasu\u2019s letter to Dr Musangi.<\/p>\n\n\n\n The letter further read: \u201cThis demonstrates\nthe trust and faith the Ministry of Education through its CS, Prof George Magoha,\nhas in your ability to serve. As a union, we are committed to work with you as\nyou discharge your noble duties without fear or favour, to better this great\nuniversity and take to the next level. Always count on our support in tis noble\ntask,\u201d<\/p>\n\n\n\n Dr Jairus Odawa, an Uasu delegate, said Prof Kubasu\u2019s letter was the true position of the union and that they were ready to work with Dr Musangi in order to propel the institution to greater heights.<\/p>\n\n\n\n \u201cWe want to state categorically that Dr\nMusangi is welcomed to Mmust and as a union we are in full support of her\nappointment. Her record of accomplishment speaks for itself. Avoid what the\nKenya Universities Staff Union (Kusu) has said. We are ready to work with her,\u201d\nsaid Dr Odawa.<\/p>\n\n\n\n Odawa dismissed Kusu\u2019s position on her\nappointment saying the unions doesn\u2019t have any role to play in the appointment of\nUniversity Council\u2019s, who is there employer.<\/p>\n\n\n\n The moves comes barely three days after\nthe Kenya Universities Staff Union said they were not involved in her\nrecruitment.<\/p>\n\n\n\n \u201cWe are the stakeholders of Mmust\nfraternity but Education Cabinet Secretary George Magoha did not consult us\nbefore appointing a new council for us. We Have given him a one week ultimatum\nto rescind his decision including revoking that gazette notice,\u201d said Ronald\nWamalwa, the Kusu Secretary General in a presser today.<\/p>\n\n\n\n Mr Wamalwa said that Prof Magoha erred\nin law in appointing Dr Musangi as the new chairperson of the Mmust council\nwithout involving the unions and that if a week elapses before Magoha revokes\nthe gazette notice, they will take the next action not limited to seeking court\nredress over the matter.<\/p>\n\n\n\n Dr Musangi is expected to oversee\ntransition at the University as top senior management positions are being held\nin acting capacity for 15 months now after the exit of the late Vice Chancellor\nProf Fredrick Otieno.<\/p>\n\n\n\n Following the exit of Prof Otieno in November\n30, 2019, Prof Joseph Bosire was appointed acting VC until July last year when\nhe was replaced by Prof Asenath Sigot.<\/p>\n\n\n\n The three Deputy Vice Chancellors at the\ninstitution are also holding office in acting capacity.<\/p>\n\n\n\n Prof Charles Mutai is the Acting Deputy Vice\nChancellor (DVC) for Planning, Research and Innovation. He took over from Prof\nEgara Kabaji whose five-year tenure ended in January.<\/p>\n\n\n\n Prof Josephine Ngaira, former DVC for\nAcademics and Students Affairs tenure expired in October last year and Dr Eng.\nBenedict Sabuni took over in acting capacity.<\/p>\n\n\n\n The current Acting DVC Finance and\nAdministration is Dr Patrick Ojera.
