If people are fighting me and collecting signatures\nto impeach me, I can\u2019t expect you (Opole) to also append your signature to\nremove me from office,\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"639\" height=\"827\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/IMG-20200213-WA0017-1.jpg\" alt=\"\" class=\"wp-image-375\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/IMG-20200213-WA0017-1.jpg 639w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/IMG-20200213-WA0017-1-232x300.jpg 232w\" sizes=\"auto, (max-width: 639px) 100vw, 639px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">He warned him that if he\ncontinues with the move to impeach him, he won\u2019t take development projects to\nEmabungo since he has the final say in allocation of funds for projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the presser, he lamented\nthat he wrote a letter to the assembly\u2019s speaker, Hasna Mmbone Mudeizi so as to\nmake peace with MCAs but she declined the offer, saying he has sent another\nletter to her requesting for a meeting with them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have again written to the\nspeaker to requesting for a meeting with the MCAs and to prosecute this matter in\na sober and rational manner as the current discussion of this matter in the public\ndomain is tarnishing the name and leadership of the county and more importantly,\u201d\nsaid the governor.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em> \u201cAs a consequence of the above, I wish to share with the people of  Vihiga County that, all the development money budgeted for in the  2019\/20 financial year has now been allocated to pending bills. In next  financial year 2020\/21, most of the allocation will still go to pending  bills,\u201d  said Ottichilo. <\/em><\/strong><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is negatively affecting our\ndevelopment partners who are sponsoring various projects in the county. If this\ncontinues, some of them have threatened to withdraw their support. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The public is therefore urged to\nrefrain from drawing conclusions based on unverified documents circulating in\nthe media,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On pending bills, Ottichilo said\nafter audit the auditor general discovered that a total of Sh1.1billon were\neligible pending bills while Sh800 were ineligible bills, saying his\nadministration budgeted Sh450 million in the 2019\/20 supplementary budget to\nclear the debts.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/iti.jpg\" alt=\"\" class=\"wp-image-382\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/iti.jpg 960w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/iti-300x200.jpg 300w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/iti-768x512.jpg 768w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/02\/iti-696x464.jpg 696w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption><em><strong>Governor Wilber Ottichilo at a past event<\/strong><\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">He said following the\nallocation, Vihiga County residents should not expect any meaningful development\nsince the county\u2019s development expenditure will be used to clear pending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a consequence of the above,\nI wish to share with the people of Vihiga County that, all the development\nmoney budgeted for in the 2019\/20 financial year has now been allocated to pending\nbills. In next financial year 2020\/21, most of the allocation will still go to\npending bills,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ottichilo said the Sh650million\nbalance will be factored in the 2020\/21 financial year and told suppliers to be\npatient as he plans to clear the pending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have already released Sh139\nmillion of the Sh450million and the rest will be released in tranches every\nmonth as per the approved and verified documentation,\u201d read Ottichilo\u2019s presser\nin part.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;He continued: \u201cThe historical pending bills\nwill continue being paid throughout this and the next financial years.
