MCAs have vowed never to listen to him again but remove him from office <\/strong><\/em><\/li>
MCAs say Noah Okaya is running the county government and not Ottichilo<\/strong><\/em><\/li>
They want Dr Patrick Saisi, his deputy to be governor as he cools his feet in the cells<\/strong><\/em><\/li>
MCAs want EACC and DCI to come for their guest (Ottichilo) and prosecute him <\/strong><\/em><\/li>
They want him charged for irregular employment of his cronies and irregular sackings <\/strong><\/em><\/li>
The county has over Sh1.8billion in pending bills <\/strong><\/em><\/li>
They have accused him of highhandedness and showing disrespect to MCAs<\/strong><\/em><\/li><\/ul>\n\n\n\n
Embattled\nVihiga Governor Wilber Ottichilo has again \u2018transferred\u2019 his Chief of Staff,\nNoah Okaya, to\nthe Nairobi Liaison office in a desperate move to appease the MCAs not to\nimpeach him.<\/p>\n\n\n\n
This is not the first time\nOttichilo is transferring the \u2018Mr Fix it all\u2019 and the \u2018defacto governor\u2019 to the Nairobi office, an office he has never reported\nto upon deployment.<\/p>\n\n\n\nGovernor Wilber Ottichilo (left) and his Chief of Staff Noah Okaya<\/strong><\/em> (right)<\/figcaption><\/figure>\n\n\n\n
MCAs\nand county workers have always described Mr Okaya has an impediment in running\naffairs of the county given that all the decisions made by Ottichilo are made\nby Okaya. <\/p>\n\n\n\n
\u201cFor effective operations of the Governor\u2019s office, cooperative engagement by the county executive, continued cordial working engagement between the executive and the county assembly and better liaison with the public; I have resolved to transfer Mr. Noah Okaya to the Nairobi Liaison office with effect from today,\u201d said Ottichilo. <\/strong><\/em><\/p><\/blockquote>\n\n\n\n
At\none point, the MCAs impeached him but he was saved by the courts.<\/p>\n\n\n\n
\u201cFor effective\noperations of the Governor\u2019s office, cooperative engagement by the county executive,\ncontinued cordial working engagement between the executive and the county assembly\nand better liaison with the public; I have resolved to transfer Mr. Noah Okaya\nto the Nairobi Liaison office with effect from today,\u201d said Ottichilo.<\/p>\n\n\n\n<\/figure>\n\n\n\n
Ottichilo added: This is intended\nto streamline delivery of services by my office and liaison with other county\ndepartments and the county assembly. I believe this action will bring harmony\nand peace within the county government of Vihiga executive, the county assembly\nand the general public,\u201d <\/p>\n\n\n\n
Already 23 MCAs have signed a\npetition to remove him from abuse over abuse of power, tussle over pending\nbills with contractors and suppliers totaling to Sh1.8billion, delayed\nsalaries, highhandedness and mismanagement of the county affairs.<\/p>\n\n\n\nA list showing the MCAs who have appended their signatures in readiness for Ottichilo’s impeachment<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n
Following the move, Ottichilo\nread the riot act to the Vihiga County Assembly Majority leader Vincent Opole\nat a meeting in Ebusakami Girls High School.<\/p>\n\n\n\nEmbalmed Vihiga Governor Wilber Ottichilo<\/strong><\/em><\/figcaption><\/figure>\n\n\n\n
\u201cThis boy goes to funerals to\ntell mourners that I am a failure instead of protecting me from \u2018attacks\u2019. Am a\nbitter man and I must tell him the truth. have given you water at Ebusakami\nfrom Maseno and erected flood lights for you but you fighting me,\u201d said a\nvisibly Ottichilo.<\/p>\n\n\n\n
He added: \u201cYou can now access\nyour homestead with your car after repairing your road that was impassable and\nyou here planning to impeach me. If people are fighting me and collecting signatures\nto impeach me, I can\u2019t expect you (Opole) to also append your signature to\nremove me from office,\u201d.<\/p>\n\n\n\n<\/figure>\n\n\n\n
He warned him that if he\ncontinues with the move to impeach him, he won\u2019t take development projects to\nEmabungo since he has the final say in allocation of funds for projects.<\/p>\n\n\n\n
During the presser, he lamented\nthat he wrote a letter to the assembly\u2019s speaker, Hasna Mmbone Mudeizi so as to\nmake peace with MCAs but she declined the offer, saying he has sent another\nletter to her requesting for a meeting with them.<\/p>\n\n\n\n
\u201cI have again written to the\nspeaker to requesting for a meeting with the MCAs and to prosecute this matter in\na sober and rational manner as the current discussion of this matter in the public\ndomain is tarnishing the name and leadership of the county and more importantly,\u201d\nsaid the governor.<\/p>\n\n\n\n
\u201cAs a consequence of the above, I wish to share with the people of Vihiga County that, all the development money budgeted for in the 2019\/20 financial year has now been allocated to pending bills. In next financial year 2020\/21, most of the allocation will still go to pending bills,\u201d said Ottichilo. <\/em><\/strong><\/p><\/blockquote>\n\n\n\n
\u201cIt is negatively affecting our\ndevelopment partners who are sponsoring various projects in the county. If this\ncontinues, some of them have threatened to withdraw their support. <\/p>\n\n\n\n
The public is therefore urged to\nrefrain from drawing conclusions based on unverified documents circulating in\nthe media,\u201d he added.<\/p>\n\n\n\n
On pending bills, Ottichilo said\nafter audit the auditor general discovered that a total of Sh1.1billon were\neligible pending bills while Sh800 were ineligible bills, saying his\nadministration budgeted Sh450 million in the 2019\/20 supplementary budget to\nclear the debts.<\/p>\n\n\n\nGovernor Wilber Ottichilo at a past event<\/strong><\/em><\/figcaption><\/figure>\n\n\n\n
He said following the\nallocation, Vihiga County residents should not expect any meaningful development\nsince the county\u2019s development expenditure will be used to clear pending bills.<\/p>\n\n\n\n
\u201cAs a consequence of the above,\nI wish to share with the people of Vihiga County that, all the development\nmoney budgeted for in the 2019\/20 financial year has now been allocated to pending\nbills. In next financial year 2020\/21, most of the allocation will still go to\npending bills,\u201d he said.<\/p>\n\n\n\n
Ottichilo said the Sh650million\nbalance will be factored in the 2020\/21 financial year and told suppliers to be\npatient as he plans to clear the pending bills.<\/p>\n\n\n\n
\u201cI have already released Sh139\nmillion of the Sh450million and the rest will be released in tranches every\nmonth as per the approved and verified documentation,\u201d read Ottichilo\u2019s presser\nin part.<\/p>\n\n\n\n
He continued: \u201cThe historical pending bills\nwill continue being paid throughout this and the next financial years. To those\naffected, we call for continued patience because this is the best available\noption if we are to clear these bills,\u201d<\/p>\n\n\n\n
