The best response to bottom-up and\nhustler narratives by the Kenya Kwanza presidential aspirant William Ruto is\nrarely expounded upon. <\/p>\n\n\n\n

Ruto has reeled off rafts of programmes for women and youth, running into billions of shillings in a year. <\/code><\/strong> <\/p><\/blockquote>\n\n\n\n

It is Raila Odinga\u2019s 10-point agenda\nwhich he unveiled when he launched his presidential bid disguised as Azimio’s\nlast December at Kasarani. <\/p>\n\n\n\n

Odinga\u2019s agenda includes youth\nempowerment, empowerment of women, creation of jobs, healthcare, social\nprotection or putting money in the pockets of families, food production, and\naccess to education to mention seven. Was he responding to Ruto\u2019s model?\nAbsolutely. <\/p>\n\n\n\n

The difference will have to be seen in\nthe details to be published in the manifestos, which, unfortunately, neither\nparty leaderships nor rank and file, read. <\/p>\n\n\n\n

Yet it is the responsibility of political\nparties to educate their members on their values and what they seek to achieve\nfor the country when in government. <\/p>\n\n\n\n

Detail matters, especially because it\nshould contain the how. <\/p>\n\n\n\n

Ruto has reeled off rafts of programmes\nfor women and youth, running into billions of shillings in a year. <\/p>\n\n\n\n

But he has never been put to task to\nexplain how exactly he is going to raise the money to fund these many and\nextensive programmes.<\/p>\n\n\n\n

When the government announced in the first week of May that Kenya's economy had grown by 7.5 per cent in 2021, neither presidential candidates nor the chattering classes seized on this to make the economy the centrepiece of the electioneering. <\/code><\/strong><\/p><\/blockquote>\n\n\n\n

Odinga has promised to give Kenya’s\nunemployed youth each Sh6,000 per month. One of his arguments has been that he\nhas been in government before and knows the loopholes through which public\nmoney is siphoned. <\/p>\n\n\n\n

On closing these loopholes, he says,\nmoney will be saved and used to fund this programme. Sounds good, but he does\nnot mention the loopholes. What is Baba Care? Is it an insurance scheme? <\/p>\n\n\n\n

How different is it from the products of\nthe National Health Insurance Fund? Almost every governor in Kenya has a health\nprogramme named after him or her and now comes Odinga\u2019s. <\/p>\n\n\n\n

Hopefully, the details will be in\nAzimio’s manifesto.<\/p>\n\n\n\n

In the meantime, on the stump candidates\nclaim they have the formula, for example, for bringing down the cost of flour,\nbread and milk, or, to put it another way, reducing the cost of living. What is\nthe magic wand? Why is it not deployed now?<\/p>\n\n\n\n

After all, Kenyans are struggling with\nprices of basic commodities which have shot through the roof.<\/p>\n\n\n\n

In 2020, the President of the African\nDevelopment Bank Dr Akinwumi Adesina forcefully argued that Africa’s economies\nmay be growing strongly, but growth alone cannot meet the needs of the\ncontinent’s poorest citizens.<\/p>\n\n\n\n

Why? <\/p>\n\n\n\n

Because, he said, nobody eats GDP. Put\nsimply, hungry Kenyans need money in their pockets to put food on the table.<\/p>\n\n\n\n

Credit however goes to Ruto and Kenya\nKwanza Alliance. They have been holding town hall-style meetings where local\npeople have been airing their concerns and engaging in discussions about how\ntheir lives can be made better.<\/p>\n\n\n\n

Last, should this not call for a serious\ndiscussion on devolution, the star of the 2010 constitution? Devolution has\nbeen eclipsed by the drive by the two main tickets to force electors into the\nstraitjacket of voting for one party or coalition to grab all the six seats on\nthe ballot.<\/p>\n\n\n\n

Candidates for governorship, the heads of\nKenya\u2019s second tier of government, are not being asked to tell the electorate\nwhat they want to do for them. All of them are campaigning for the top ticket\n(president and running mate) for that is akin to their meal tickets. <\/p>\n\n\n\n

Conversely, the records of first and  second term governors are not being scrutinised.\nNobody is debating how Jubilee and or ODM governors have performed since 2013.\nIndeed, gubernatorial candidates have been imposed by party headquarters and\nnot been nominated by rank and file. <\/p>\n\n\n\n

There is no discussion on the involvement\nof the people in the management of their resources or participation in\ndecisions made about their markets, water, clinics et al. <\/p>\n\n\n\n

Nobody is asking this question: have the\nbillions that have been poured into devolution since 2013 been used to reduce\npoverty in the counties?<\/p>\n\n\n\n

What Odinga is talking about is\nincreasing allocation of money to the counties. What most of the outgoing\ngovernors are doing is campaigning for Odinga to become president and give them\njobs in his government. <\/p>\n\n\n\n

Odinga has already nominated Governors\nWycliffe Oparanya and Hassan Joho for Cabinet Secretaries for Finance and Lands\nrespectively. A precedent has been set. <\/p>\n\n\n\n

Gubernatorial candidates will be\ncampaigning for the top ticket (the presidential candidate). <\/p>\n\n\n\n

Presidential candidates will be campaigning\nfor a clean sweep of the six seats on the ballot.<\/p>\n\n\n\n

 Odinga, Ruto and their running mates are keen\nto determine what happens down the ticket. What could obscure local and\npocketbook, or people,  issues more?<\/p>\n\n\n\n
