{"id":242,"date":"2020-01-21T14:55:20","date_gmt":"2020-01-21T14:55:20","guid":{"rendered":"https:\/\/countysplash.co.ke\/?p=242"},"modified":"2020-01-21T14:55:20","modified_gmt":"2020-01-21T14:55:20","slug":"did-ottichilo-suspend-health-chief-officers-for-not-employing-his-cronies","status":"publish","type":"post","link":"https:\/\/horizonnews.co.ke\/?p=242","title":{"rendered":"Did Ottichilo suspend health chief officers for not employing his cronies?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Vihiga <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By James Kabole<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vihiga Governor has suspended two chief officers in the health ministry for their\ninvolvement in the controversial hiring of 528 health workers whose appointed\nwas revoked by the County Public Service Board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two, Dr Arnold Mamadi (Medical Services) and Clement Manyulu (Public Health)\nare suspected to have influenced the recruitment process as well as employment\nof their cronies and relatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of those recruited didn\u2019t have the requisite requirements but secured\nplum something that left Governor Wilbur Ottichilo with an egg in his face\nfollowing a public outcry.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"https:\/\/countysplash.co.ke\/wp-content\/uploads\/2020\/01\/mamadi.jpg\" alt=\"\" class=\"wp-image-244\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/01\/mamadi.jpg 960w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/01\/mamadi-300x200.jpg 300w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/01\/mamadi-768x512.jpg 768w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2020\/01\/mamadi-696x464.jpg 696w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption><strong><em>Suspended Chief Officer Dr Arnold Mamadi and Health CEC Dr Amos Kutwa <\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A source close ally of Governor Ottichilo claimed that investigations will now\nfocus on how the suspended officers colluded with the former County Public\nService Board in demanding hefty kickbacks from the recruits before being given\nthe plum jobs despite having questionable academic credentials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Governor is an unhappy man after his list of his preferred recruits for senior positions in the health docket was not taken into consideration by the two officers. Their fate has already been sealed and their names have been forward to EACC for further probing,\u201d claimed the source.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Governor\u2019s ally claimed that he (Ottichilo) suspended the chief officers\nas a way of shedding the tag of being a lame duck governor given that his key decisions\nare made by Chief of Staff Noah Okaya, who has been nicknamed the de facto\ngovernor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Ottichilo while suspending the duo noted that the health workers\nhave been paid their dues up to October 2019 after a supplementary budget was\npassed.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p> <em><strong>\u201cThe Governor is an unhappy man after his list of his preferred recruits  for senior positions in the health docket was not taken into  consideration by the two officers. Their fate has already been sealed  and their names have been forward to EACC for further probing,\u201d claimed  the source. <\/strong><\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">In a raft of measures to improve efficiency in the county, Ottichilo reshuffled his cabinet and those who have been seen as being rebellious to his adminstration were moved to less prestigious dockets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ottichilo moved Pamela Kimwele, the Agriculture CEC to Public Service. Prof. Justus Inonda was moved from the Environment Water Energy and Natural Resources docket &nbsp;to Transport and Infrastructure.<br> <br> Paul Mbuni moved from Public Service to Lands, Housing and Physical planning whereas Henry Lumbasio moved from Transport and Infrastructure to Education, Science and Technology which was being held by Marita Agufana who has been moved to the Environment docket.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elvuna Keseko moves from Lands, Housing and Physical planning to Trade, Industry, Tourism and Enterprenuship while Geoffrey Vukaya moves from Trade to Agriculture. Dr. Amos Kutwa, a close ally of Dr Ottichilo retained the Health services docket.<br> &nbsp;Dr. Patrick Saisi, who enjoys frosty relationship with Governor Ottichilo,save for public PR <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ottichilo also moved chief officers to other dockets like Gilbert Vidija\nmoved from Public Service to Trade, Dr. Richard Boiyo retained the Environment\ndocket and was named as the acting in Medical services chief officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Livingstone Imbayi retains Finance docket.
