of Kenya and it has five constituencies namely Luanda, Emuhaya, Hamisi,\nSabatia and Vihiga.<\/p>\n\n\n\n<figure class=\"wp-block-gallery columns-1 is-cropped wp-block-gallery-1 is-layout-flex class=\"wp-block-paragraph\">The county has a population of over\n700,000 people with majority of them being youths aged between 15-49 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the inception of the devolved\nsystem of governance in 2013, the county has had two governors namely Rev.\nMoses Akaranga (2013-2017) and Dr Wilber Ottichilo (2017 \u2013 2022).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"682\" height=\"1024\" county have come out\nseeking to take over the mantle of leadership in 2022. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em> From the findings, if elections was to be held today, Governor Wilber  Ottichilo who is serving his first term will still be elected for a  second term with 29.19 per cent (538 votes)&nbsp; supporting his bid followed  by Sabatia Member of Parliament Alfred Agoi at 27.81 per cent (513  votes).<\/em><\/strong> <\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">To understand the political dynamics\nof the county, County Splash News conducted an opinion poll with the motive of\ndetermining who was the most preferred candidate if elections were to held\ntoday.<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Research Methodology <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opinion poll was conducted between March 9 \u2013 April 13 2021 through  through telephone interviews, one on one interviews with the locals and filing of questionnaires. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sample size was 2000 respondents\nto represent 350,000 people who are eligible voters in the county. <\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"859\" height=\"853\" class=\"wp-block-paragraph\">The research was conducted in all\nthe five counties of Vihiga and a total of 1845 people were interviewed.<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Findings <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From the findings, if elections was\nto be held today, Governor Wilber Ottichilo who is serving his first class=\"wp-block-paragraph\">Former Governor Moses Akaranga\nemerged at the third position with 21.53 per cent&nbsp;(397) of the sampled\npopulation followed by former Vihiga MP Yusuf Chanzu at 7.03 per cent (130\nvotes).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"524\" height=\"350\" class=\"wp-block-paragraph\">&nbsp;Alex Kidake who is coming into\npolitics for the first time was at the fifth position with 3.21 per cent (59\nvotes) while Former County Secretary Francis Ominde came at the sixth position\nwith 1.13 per cent (21 votes) of the respondents that were interviewed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Dr Jairus Amayi and Helen\nOtolo came at seventh and eighth positions respectively representing 1.01 per\ncent (19 votes) and 0.30 per cent (6 votes) of the sampled population while of\nthe respondents respectively while 9.79 per cent (162 votes) were undecided. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The margin of error was (-2) or (+2)\nat 97 per cent degree of confidence and the response rate was 92.25 per cent.<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\">&nbsp;<strong>Analysis <\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>&nbsp;Dr Wilber Ottichilo (Current Governor)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;According to the\nresearch, Ottichilo\u2019s backyard of the Bunyore voting bloc in Luanda and Emuhaya\nconstituencies is still intact as majority of those interviewed supported his\nbid for a second term on grounds that he needs to complete the development\nprojects he started when he took over power from Akaranga. Tiriki\u2019s feel since he took over as governor, he has\ninitiated more development projects as compared to his predecessor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Some of the projects Ottichilo\nis banking on to win his second term are among others the multibillion water\nprojects that he has initiated in the county which he says will &nbsp;increase water coverage to 80 per cent in\nurban areas and small towns.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" into\nthree clusters namely Maseno Water Project, Lunyerere\/ Mbale water project and\nKaimosi water project. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nGeospatial\nTechnologies Systems (GTS) is one of Ottichilo\u2019s his successful projects when\nhe took over as governor and helps the county in resource mapping, food\nsecurity, early warning in case of disasters, monitoring and evaluation of\nprojects<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nbeautification of Mbale town, upgrading of Luanda town and Kaimosi Complex into\nmunicipalities, construction of a modern oxygen plant that produces 300 litres\nof oxygen per hour and the state of the art ICU facility at Vihiga County Referral\nhospital and rehabilitation of road networks are some of the projects he is\nbanking on for his reelection.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" in maternal deaths in the last two years by 70 per cent and the Ottichilo scholarship fund helps needy and bright students\u2019\naccess education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His name is well spread in the county and being an incumbent aspirant, he will give the rest of the candidates a run for their money during the electioneering period.<\/p>\n\n\n\n<figure class=\"wp-block-image second term given that he has been his ardent supporter since he was elected as Emuhaya MP on ODM party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Ottichilo is facing opposition from members of the civil society and  the Vihiga County Assembly as majority of the ward reps are from Amani National Congress (ANC).<\/p>\n\n\n\n<figure class=\"wp-block-gallery columns-1 is-cropped where medics who were hired and later\nsacked, went to court and reinstated but some claim they are not receiving their\nsalaries. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ottichilo will also have to work\naround the clock to get the support of Maragolis mainly from Vihiga and Sabatia\nsub counties who feel they got a raw deal in his administration after they\nsupported Akaranga in the last Alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Agoi will have to battle it out for the rich Maragoli vote with Akaranga, Chanzu, Ominde and Kidake since they are from the same political structures and local network\nin other constituencies.
