and stipend volunteers working under the programme annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSh246\nmillion will be used to pay salaries for fulltime healthcare workers and\nadditional Sh14 million to settle stipend for 201 volunteers working under the\nprogramme,\u201d said Oparanya.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" HIV Aids programmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\ngovernor pointed out that this was achieved after the county enacted into law\nthe Kakamega HIV, AIDs and Sexually Transmitted Infections Management Act in\nDecember 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nlaw authorizes the county to seek direct partnership and funding from donors\nfor health sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\nCouncil of Governors (CoG) has been pushing to have direct funding from donors\nto counties for development programmes because national government starved\ndevolved units funds from partners,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oparanya\nwas speaking at the county headquarters after signing an MOU with AMPATH for\nfunding of the HIV Aids programmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moi Teaching and Referral Hospital (MTRH) Chief Executive Officer Dr Wilson Aruasa and Chief of Party AMPATH Plus Prof Sylvester Kimaiyo accompanied the governor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oparanya\nexplained that HIV Aids has had adverse effects on the county adding that\n47,000 people in the county were living with HIV Aids according to the 2020\nKenya HIV estimates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe\ncounty has 91,362 orphans out of which 19,361 are orphaned by HIV Aids, added\nthe governor.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" that the county has stepped up campaigns to identify such people\nand put them on medication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\nnoted that the county has been facing challenges in sustaining the programme\ndue to poor cash flow from the national Treasury adding that the donor funding\nwill fill the financial gaps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aruasa explained that MTRH AMPATH Plus has been providing health care to 39,000 HIV positive patients in Kakamega County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\nadded that they have been supporting capacity building programmes for HIV care\nproviders in the county.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nCEO added that their HIV Aids programmes have had positive impact in the county\nand pledged
