Political leaders from Western Kenya\nhave rallied ward reps from the region to vote for the Building Bridges\nInitiative Bill when it will be tabled in the county assemblies. <\/p>\n\n\n\n
The ward reps were drawn from\nBungoma, Busia, Vihiga, Kakamega and Trans Nzoia counties.<\/p>\n\n\n\nVihiga Governor Wilber Ottichilo (left), Devolution CS Eugene Wamalwa (second left), Kakamega Governor Wycliffe Oparanya and Bungoma Governor Wycliffe Wangamati.<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n
The MCA’s demanded that they want\nthe car grant before they can pass the BBI bill ones it\u2019s tabled at the floor of\nthe house.<\/p>\n\n\n\n
\u201cNo car grant no BBI. The MCA’s are\nthe bridge to the common mwananchi and the government and therefore they\nshould be considered in the whole process of BBI,\u201d said Joel Ongoro, the\nKakamega County Assembly Majority Leader.<\/p>\n\n\n\n
Mr. Ongoro said that the MCAs will\neither make or break the BBI process and therefore there interests must be\ntaken care of, arguing that they are taking such a stand since they have been discriminated\nand forgotten for a long time. <\/p>\n\n\n\n
He also said that the car grant\ninitiative should be permanent to all MCA’s in every period not only to be\nthere during the BBI session. <\/p>\n\n\n\n
The leaders led by Amani National\nCongress (ANC) leader Musalia Mudavadi and his Ford Kenya counterpart Moses\nWetang\u2019ula, Devolution Cabinet Secretary Eugene Wamalwa, Governors Wycliffe\nOparanya (Kakamega), Wilber Ottichilo (Vihiga), and Wycliffe Wangamati\n(Bungoma) want the MCAs to hasten the process and pave way for the\nconstitutional reforms. <\/p>\n\n\n\n
The clamor for the constitutional\nreforms is being spear headed by President Uhuru Kenyatta and his handshake\npartner Raila Odinga.<\/p>\n\n\n\nANC boss Musalia Mudavadi<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n
“BBI will have many goodies to\nthe country than what those against it are preaching. We should all (MCAs) come\ntogether and support it. The car grant was a promise from the President and it\nwill surely come,\u201d said Mudavadi, the ANC leader. <\/p>\n\n\n\n
Mudavadi who has set his eyes for\nthe presidency told the ward reps at a Kakamega hotel on Saturday that he is\npersonally supporting the BBI plebiscite calls as it\u2019s the only way to heal the\ncountry from post poll chaos and at the same time ensure there is regional\nbalance in the distribution of the national cake.<\/p>\n\n\n\n
\u201cIf the BBI sails through, it will\nexpand the executive and all regions will be represented. The winner takes it\nall syndrome will be a thing of the past,\u2019 said Mudavadi.<\/p>\n\n\n\n
Mr. Wamalwa, the Devolution Cabinet Secretary\nappealed to the give assemblies to support the BBI bill, saying it will go a long\nway in strengthening devolution and increase capitation to devolved units.<\/p>\n\n\n\n
Ford Kenya party leader Moses Wetang\u2019ula\nand the Central Organisation of Trade Unions (Cotu) boss Francis Atwoli assured\nthe MCAs that the car grant they were promised by the president they will get\nit but cautioned them that should not be the reason they are endorsing the BBI\nbill and instead focus on the bigger picture.<\/p>\n\n\n\n
“I assure the MCA’s that the\ncar grant will be given out since it has been passed by the Salaries and\nRemuneration Commission (SRC),” said Atwoli.<\/p>\n\n\n\n
“Our main purpose why we are\nhere is to sensitize the five County Assemblies so that as a region we are not\nleft behind and have the bill passed,” Oparanya Said<\/p>\n\n\n\n
Governor Oparanya said that the BBI initiative\nhas more benefits and counties will have an increased funding from the shareable\nrevenue from the exchequer, adding that even Kakamega will get over sh15billion\nas well as have five extra constituencies.<\/p>\n\n\n\n
Oparanya also said that for the\nfirst time the Agricultural sector has been recognized, saying that that\naccording to the BBI, money has been set aside to cater for the agricultural\nsector development<\/p>\n\n\n\n
