Lurambi MP Bishop Titus Khamala has\ngiven contractors in the constituency three months to complete all stalled\nprojects.<\/p>\n\n\n\n
Khamala said he wants to see the\ncontractors who were contracted by the National Government Constituency Development\nFund (NG-CDF) are completed on time failure to which the tenders will be\ncancelled and be given to another contractor.<\/p>\n\n\n\nBishop Khamala handing over a dormitory at Matioli Boys High School<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n
Some of the stalled projects are a\nstorey building that is to house 8 classes Mahiakalo Primary School,\nEshiandukusi primary and Emusala primary among others.<\/p>\n\n\n\n
\u201cYou cannot be a leader and have a soft skin and expect work to be done. I will be monitoring the projects by myself to ensure those classes am putting up are constructed as per the required standards,\u201d said Khamala.<\/strong> <\/p><\/blockquote>\n\n\n\n
\u201cIf by the end of three months the\nprojects they would not have completed the stalled projects, I will cancel\nthose tenders and give to a serious contractor to finish them. You can take me\nto court but we shall have already taken away the tender from you,\u201d said\nKhamala.<\/p>\n\n\n\n

Khamala also took issue with the\nNG-CDF Project management committee (PMC) over laxity at work, saying they\nshould wake up from the slumber land and work thoroughly in a bid to ensure\nthere is value for money spent on different projects across the constituency.<\/p>\n\n\n\n
\u201cAs NG-CDF, we do not procure services\nin goods or construction but we only fund the PMC to undertake the work. Your work\nis not to visit sites and take allowances but put to account the contractor to\nensure work is done to the required standards,\u201d said Khamala.<\/p>\n\n\n\nBishop Khamala addressing parents and students of Matioli Boys High School<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n
The MP also blasted government procurement\nofficers in the count for asking money from the PMC before they can okay award\nof a tender. \u201cYou have given someone a contract of Sh3million and a procurement\nofficer is busy demanding Sh100, 000 as a kickback. If we continue this,\ncontractors will not do a good work\u201d<\/p>\n\n\n\n
\u201cWe amended the NGCDF laws and PMC\nmust come up with own tender committee for your projects. There is no need to\nlook for a procurement officer in Kakamega, download the procurement act and\nfollow to it the latter an save projects from dragging for a long time due\nto red tape,\u201d said Khamala.<\/p>\n\n\n\n
The MP also opposed a proposal by Education Cabinet Secretary George Magoha\nto return corporal punishment to schools in a bid to tame students\u2019 unrest.<\/p>\n\n\n\nBishop Khamala greets students of Matioli Boys High School<\/strong> <\/figcaption><\/figure>\n\n\n\n
Bishop Khamala said there was no need to have corporal punishment\nreintroduced in schools to end unrest in schools but look for alternative ways\nof solving the problem saying Magoha is being ill advised.<\/p>\n\n\n\n
\u201cWhen you make laws, you cannot reverse them in future whenever a\nproblem arises but you amend them to make them better. We abolished corporal\npunishment in schools and we cannot go back to that direction again. This is a\nsocial problem and as stakeholders, let\u2019s look for an alternative solution to\nhave them solved,\u201d said Bishop Khamala.<\/p>\n\n\n\n
