{"id":11207,"date":"2025-12-13T03:57:00","date_gmt":"2025-12-13T00:57:00","guid":{"rendered":"https:\/\/horizonnews.co.ke\/?p=11207"},"modified":"2025-12-13T03:57:00","modified_gmt":"2025-12-13T00:57:00","slug":"busia-county-government-sends-revenue-staff-on-30-day-leave-for-vetting","status":"publish","type":"post","link":"https:\/\/horizonnews.co.ke\/?p=11207","title":{"rendered":"BUSIA COUNTY GOVERNMENT SENDS REVENUE STAFF ON 30-DAY LEAVE FOR VETTING"},"content":{"rendered":"<p><strong>By Reuben Olita -Busia\u00a0<\/strong><\/p>\n<p>The County Government of Busia has sent all its revenue staff on a 30-day mandatory leave to allow for a comprehensive vetting exercise by the County Public Service Board (CPSB).<\/p>\n<p>The unprecedented directive, issued on Wednesday, has left many officers uncertain about their next steps as the Christmas and New Year festivities approach.<\/p>\n<p>In a memorandum dated December 10, 2025, Chief Officer for Revenue Timothy Odhiambo Odende said the move follows Executive Order No. 2 of 2025 issued by Governor Dr. Paul Otuoma, which established a new interdepartmental framework for managing the county\u2019s own-source revenue.<\/p>\n<p>\u201cThis decision is meant to ensure that our revenue administration is anchored in integrity, professionalism, and transparency,\u201d Odende stated.<\/p>\n<figure id=\"attachment_11205\" aria-describedby=\"caption-attachment-11205\" style=\"width: 296px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-11205\" src=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2025\/12\/IMG-20251213-WA0001-296x300.jpg\" alt=\"\" width=\"296\" height=\"300\" srcset=\"https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2025\/12\/IMG-20251213-WA0001-296x300.jpg 296w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2025\/12\/IMG-20251213-WA0001-414x420.jpg 414w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2025\/12\/IMG-20251213-WA0001-696x706.jpg 696w, https:\/\/horizonnews.co.ke\/wp-content\/uploads\/2025\/12\/IMG-20251213-WA0001.jpg 729w\" sizes=\"auto, (max-width: 296px) 100vw, 296px\" \/><figcaption id=\"caption-attachment-11205\" class=\"wp-caption-text\">Timothy Odende<\/figcaption><\/figure>\n<p>He noted that the Department of Revenue will undertake a structured vetting and redeployment exercise for all revenue staff to strengthen accountability within the sector.<\/p>\n<p>Transitional Arrangements<\/p>\n<p>Mandatory leave: All revenue staff, except the director and deputy director, will proceed on 30-day leave to pave the way for a fair and transparent vetting process by the CPSB.<\/p>\n<p>Interim support: Sub-county administrators will temporarily take over revenue functions under the oversight of the County Revenue Coordination Committee (CRCC), as provided for in Section 2 of the Executive Order.<\/p>\n<p>Redeployment: Upon completion of the vetting, staff will be redeployed to various service departments in line with Section 3 of the Executive Order.<\/p>\n<p>Trigger for the Shake-Up<\/p>\n<p>Sources familiar with the matter said the decision was prompted by a sharp decline in revenue collection in the first quarter of the 2025\/2026 financial year, with fears of possible sabotage, leakages, or deliberate non-collection.<\/p>\n<p>\u201cThe target for the 2025\/2026 financial year is KSh700 million, but by November 2025, only KSh150 million had been collected against the projected KSh180 million for the first quarter,\u201d a source revealed. \u201cFrom the total collection, KSh107 million is from Health, while only KSh43 million is from all other revenue streams.\u201d<\/p>\n<p>The drastic underperformance triggered urgent accountability measures, culminating in the mass leave and the upcoming vetting process.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Reuben Olita -Busia\u00a0 The County Government of Busia has sent all its revenue staff on a 30-day mandatory leave to allow for a comprehensive vetting exercise by the County Public Service Board (CPSB).
