Teso North MP Oku Kaunya will on Tuesday table a counter motion in Parliament in response to remarks made by Sirisia MP John Waluke concerning Changara Division in Teso North Sub-County.
In a statement posted on his official Facebook page on Saturday, Kaunya called on Waluke to apologise over what he termed as reckless and misleading claims that Changara Division should be relocated to Sirisia Constituency in Bungoma County.
“My attention, and that of the public, has been drawn to inaccurate and misleading assertions made by John Waluke, Member of Parliament for Sirisia Constituency, on the floor of the House on 12th February 2026 and later repeated on his Facebook page, calling for the degazettement of Changara Division — a duly gazetted administrative unit under Teso North Sub-County in Busia County by the Government of Kenya,” Kaunya said.

He maintained that Changara Division was lawfully created after being hived out of Angurai Division within Teso North Sub-County, following due legal and administrative procedures.
“It is therefore surprising that Hon. Waluke, being fully aware of this background, would present contrary information to Parliament and the public. Such remarks risk creating unnecessary tension and undermining the long-standing peaceful coexistence among communities living along the border of Teso North and Sirisia constituencies — a harmony that has prevailed since independence,” he added.
Kaunya emphasised that leaders have a duty to promote unity and safeguard accurate public information, especially on sensitive matters touching on administrative boundaries.
He called on Waluke to issue a public apology and formally retract his remarks.
Further, the MP said he will seek an official retraction of the claims in Parliament on Tuesday, February 17, 2026, to ensure the House record reflects accurate information and to prevent any misunderstanding among residents.
“Our shared priority must remain peace, development and unity across our constituencies,” he stated.

Official Status of Changara Division
Changara Division is recognised as one of the administrative divisions within Teso North Sub-County, Busia County. It is listed among divisions such as Angurai, Amagoro, and Kamolo.
Government reports in April 2025 indicated that Teso North already had Changara Division before the announcement of two additional divisions — Malaba North and Angurai South — confirming that Changara had been formally established prior to that date.
Its inclusion in official administrative unit listings published in the Kenya Gazette affirms its status as a gazetted administrative unit under the Government of Kenya.
