Otuoma’s ‘Transformative’ Infrastructure Claims Draw Criticism from Gubernatorial Challenger Arthur Osiya

Busia County gubernatorial aspirant Arthur Osiya has criticised Governor Dr. Paul Nyongesa Otuoma’s claims of transformative infrastructure development, setting the tone for what is shaping up to be a competitive 2027 gubernatorial race.

Governor Otuoma’s Governor’s official communication platform, Governor’s Press on Saturday posted photos, indicating that his administration had upgraded several roads to bitumen standards.

The posts appeared to suggest that the county had experienced major positive changes in infrastructure development since its leadership assumed office in October 2022.

However, Osiya dismissed the remarks, arguing that the next Busia gubernatorial election will be decided by concrete plans and effective service delivery rather than publicity or identity-based politics.

“The 2027 Busia gubernatorial race will be decided by clear plans, practical solutions, and a proven commitment to public service — not by tribe, clan, or region,” Osiya said.

He noted that residents of Busia County are increasingly rejecting empty slogans, divisive rhetoric, and politics built on identity, instead demanding leadership that understands their daily struggles and offers practical solutions.

According to Osiya, priority areas that require urgent and measurable intervention include healthcare, agriculture, infrastructure, youth and women empowerment, and efficient service delivery.

“The 2027 General Election is shaping up to be a contest of competence over connections, vision over noise, and unity over division. Every ward, every community, and every household deserves equal attention, fair resource allocation, and sustainable development,” he added.

Osiya further stated that Busia County belongs to all its people and that sustainable progress can only be achieved when leadership rises above narrow interests and focuses on inclusive growth.

“The future of Busia will ⁰be shaped by leaders with clear development plans, measurable goals, and the discipline to deliver results. That is the choice before the electorate — development over division, ideas over identity, and shared prosperity for all the people of Busia County,” he said.

Governor Otuoma has previously defended his administration’s record, insisting that ongoing infrastructure and development initiatives are transformative and aimed at improving livelihoods across the border county.

As the 2027 General Election approaches, infrastructure development and service delivery are expected to remain key battlegrounds in Busia’s gubernatorial contest.
