Three members of the Busia County Assembly have declined Busia Governor H.E Dr. Paul Otuoma’s compiled list of delegation that included them for state House visit to meet President Dr. William Ruto, that was due , July 9, 2025.
Amukura Central MCA Hons.Paul Okello said they failed to join Otuoma’s delegation to meet the President at State House Nairobi over varied reasons.
Hon. Paul Okello said the governor sparked off the controversy when he took only ODM MCAs to meet the party leader the Rt. Honourable Raila Odinga in Nairobi on Tuesday.
” It was later leant, in the late afternoon that our Majority Chief Whip , Hon Tony Opondo of Burumba Ward , sent us text messages from Nairobi informing us the non-ODM MCAs to join them in Nairobi for a meeting with President Ruto at State House today.
As a minority chief whip in the county assembly, the notice was too short for me, and more so, I was told to travel by bus to the capital city, yet others travelled by air.

” That was a big no for me to honour such short notice although I owe President Ruto and my Teso South Member of Parliament Hon Mary Emaase in high esteem,” Hon.. Okello said.
Okello blamed a fellow MCA female colleague for her “baseless” allegations that ” I only met my NRA party leader Okiya Omtatah and Secretary General Amemba Magufuli and nobody is talking about it, I have never met Omtatah contrary to speculations.”
” We are members of the committee for Agriculture and Blue Economy who represented our president, governor, and members of the county and national assembly for a meeting with the Livestock PS in Busia today, that was our other reason for our failure to travel to Nairobi,” Okello said.
The 67- member delegation included Governor Otuoma, Speaker of the County Assembly Fredrick Odilo, County Secretary Oscar Juma, Chief of Staff Vincent Mutanda, Governor’s political advisor Mohammed Nur, former Attorney General Amos Wako, and former Busia Assembly Speaker Benard Wamalwa.
Others in the delegation included 35 elected, 18 special elect, and seven subrbofinate staff attachees to the governor’s office.
Hon David Parapar said he could not join the county delegation to State House Nairrobi after falling ill, regretting that his ill-health was his failure not to in the Otuoma team to Nairobi.
Apart from receiving high-profile guests, Jakaa said the invitation was abrupt, adding that the opposition MCAs are in broad based government, which deserves equality.
Giving the reason why he declined to accompany Busia’s delegation to state House, Hon Jakaa said he wants H.E Otuoma to ensure equality in resource allocation across the county.
