Bungoma Governor Kenneth Lusaka has officially signed the countyโ€™s Finance and Appropriation Bill for the 2025/2026 financial year into law, unveiling a bold plan aimed at accelerating equitable growth and enhancing service delivery.

The ceremony, held at the county headquarters, was attended by County Assembly Speaker Emmanuel Situma, Clerk Charles Wafula, Deputy Speaker Steve Wamalwa, and a host of Members of County Assembly (MCAs).

With a resource envelope of KSh 15.9 billion, the new budget sets aside KSh 10.86 billion (68%) for recurrent expenditure and KSh 5.06 billion (32%) for development. Governor Lusaka described the budget as a โ€œvisionary blueprintโ€ reflecting the collective aspirations of Bungoma residents.

โ€œThis is more than figures; it is a commitment to translate our peopleโ€™s hopes into tangible results,โ€ Lusaka said.

The budget emphasizes strategic investments in key sectors, including the completion of the Brigadierโ€“Misikhu Road, construction of modern markets at Kanduyi and Kamukuywa, expansion of Masinde Muliro Stadium, and the continued equipping of health facilities such as the Bungoma County Referral Hospital and Sirisia Sub-County Hospital.

Lusaka also highlighted plans to issue subsidized fertilizer, seeds, and crop insurance to farmers, alongside funding for youth, women, and persons living with disabilities.

In a move aimed at strengthening grassroots development, KSh 1.55 billion has been allocated to ward-based projects, translating to KSh 34.5 million per ward โ€” a gesture Lusaka termed as true to the spirit of devolution.

The governor reassured residents of strict fiscal discipline and transparency, pledging to work closely with oversight agencies and to enhance revenue collection through digitization.

โ€œThis budget is a product of extensive public participation โ€” from women groups in Sirisia to farmers in Tongaren and business leaders in Bungoma town. Your voices shaped this document,โ€ he noted.

As he put pen to paper, Lusaka urged leaders and residents to focus on development rather than political differences.

โ€œLet us not be defined by political noise but by the results we deliver,โ€ he said. โ€œTogether, we can build a prosperous, inclusive, and dignified Bungoma.โ€

The budget also includes an allocation of KSh 361 million for donor counterpart funding and anticipates KSh 1.29 billion in revenue from county health facilities.

Lusaka concluded by calling on all Bungoma residents to walk the journey with him for the future of the county and its next generation.
