Charles Wanjala Wafula has been sworn in as the Clerk to the County Assembly of Bungoma.
This was after his name was presented to County Assembly for approval for the position of Clerk by the County Assembly Service Board (CASB).
The position was previously held by Mr. John Kennedy Mosongo from 2013 to 9th Feb 2022 when he proceeded on early retirement.
The motion was moved by Leader of Majority Hon Joseph Juma Nyongesa to have the name of Mr. Wafula approved as per the report by CASB.
Hon Nyongesa stated that the CASB considered requirements in the advertisement, score-ship, principles, organ of the constitution, motivation of staff, values and principles of public service, legal and administrative framework to assess suitability of the candidates.
Out of 100 applicants who had applied for the position, only 4 eligible candidates were shortlisted for the position namely Charles Wanjala Wafula, Calistus Wekesa Waswa, Ibrahim Mutwiri Kirimi and Albert Wamalwa Namachanja.
They were then subjected to interviews on 3rd of November, 2022.
Mr. Wafula emerged successful in the just concluded recruitment process conducted by County Assembly Service Board.
Mr. Wafula who had served in acting capacity as County Assembly Clerk for 10 months received alot of acclamation and praises by Members of County Assembly who stood to support the motion on the floor of the House.
Hon Ali Machani Mutoka seconded the proposal by Leader of Majority saying ” Mr. Wafula was equal to task in performing the role of the Clerk which is to advice the Speaker on key issues and handle welfare of the Hon Members and staff.”
Hon Henry Nyongesa supported the motion of approval of the Clerk and applauded the decision by CASB acknowledging that the Board had conducted the recruitment process in a free, fair and transparent manner.
“Appointment of Charles is a great motivation and encouragement to members of staff that anybody can rise to position leadership. He has moved from an Accountant to become a Clerk of the County Assembly” said Hon Nyongesa.
He challenged the CASB to consider other members of staff whenever new positions will be advertised.
The Members of County Assembly gave their commitment to support to the newly appointed Clerk so as to offer service to the people and take the institution to the next level.
“He is suitable since he has been in the system for long having worked under local authority,” said Hon Stephen Wamalwa.
Hon Milly Masungo expressed confidence in the decision of the Board and in the able leadership of Mr. Wafula and urged him to be a symbol of unity for Members of County Assembly and the members of staff.
Adding that by the virtue of the position he has to be a father figure to all members of staff regardless of those who he once worked under or those who may have been at same level with him.
On his part Hon Jack Kawa urged other members of staff within the county Assembly not to shy away from applying for any vacancies since they stand a chance to be considered.
Hon Ipara stated that Mr. Wafula while serving in acting position oversaw a smooth transition to the third County Assembly which was worth emulating.
